A road accident specialist has blasted the motorists filmed inflating a dinghy while driving a car as "reckless and irresponsible."

Joanna Bailey, a legal expert who for many years has represented victims injured in serious road collisions, said she was utterly dismayed by the footage which appeared to show the passenger in the Volkswagen Golf inflating the full-sized rubber dinghy as the vehicle cruised along a busy main road at 40mph.

"At first I thought it was a joke video," said Joanna, a partner with Fentons Solicitors LLP. "The passenger is clearly seen to wind down the window, hang the dinghy outside the car, then start blowing it up as the driver continues along the road," she said. "It is simply unbelievable to think that this actually happened."

According to reports, the dinghy was fully inflated before it began flapping in the wind, narrowly missing pedestrians walking along the pavement. A motorcyclist was so shocked that he filmed the incident - which happened on 22 May on the A5 in Llangollen, near Wrexham - using a video camera fitted to his helmet.

"As road collision specialists we encounter victims every day whose lives have been affected by motorists driving without the proper care and attention," said Joanna, "either by breaking speed limits, talking on their phones, drinking and driving or just not paying enough notice to the road and other road users.

"What this video footage shows is a total disregard for the rules of the road, and the safety of other motorists and pedestrians. The recklessness shown by the driver and their passenger is astonishing, and their behaviour was dangerously irresponsible."

Local police are understood to be currently examining the footage, and could pursue a prosecution for dangerous driving.
